Senate President Ahmad Lawan led the Principal Officers into the Chamber, took the official prayers and began the day’s proceedings at 10:55am.

Senator Uche Ekwunife moved for the adoption of the Votes and Proceedings of Wednesday, 22nd March, 2023.

EXECUTIVE COMMUNICATION
Senate President Ahmad read a letter from President Muhammadu Buhari, GCFR, on the Confirmation of Appointment of Nominees for Members of Universal Service Provision Fund Board:

iii. Mrs. Fatima Njiabi

iv. Engr. Gbenga Adebayo

 

PETITIONS
Senator Ayo Akinyelure submitted three Petitions from the Office of the Senate President:

  1. Petition from Uche Ogwe and 9 Others on behalf of Apo Hills Landlords & Residents Association against Honourable Minister of FCT, on urgent appeal to prevail on the Hon. Minister of the Federal Capital Territory to halt planned demolition of their properties in Apo Hill Top (Apo Tarfi District), Abuja;

  2. Petition from Sylvia C. Nwaiwu of Nigeria Union of Commission Contributory Pension Scheme Sector against the Director General, National Pension Commission on Appeal for the payment of outstanding pension increases to retirees under the Contributory Pension Scheme Sector; and

  3. Petition Ihensekhien Samuel on behalf of Love Foundation and Chief Patrick Eholor against the Hon. Minister of Petroleum Resources, GMD NNPC Ltd, Mr. Government Ekemupolo and his Subsidiary Security over non-inclusion of Edo State based indigenes on the recently awarded monthly N4.5billion naira pipeline surveillance contract by Chief Eholor and one Love Foundation.

Petitions were laid and referred to the Committee on Ethics, Privileges and Public Petitions to report back in four weeks.

MOTION FOR RE-COMMITAL OF BILLS
1. Federal College of Agriculture (Technical) Ogboinbiri, Bayelsa State (Establishment) Bill, 2023; and

2.Arbitration and Mediation Bill, 2023.

Senate rescind its decision on the Bills as passed and re-commit same to the Committee of the Whole for re-consideration and passage.

The Senate in Committee of the Whole and Plenary considered Arbitration and Mediation Bill, 2023 and approved Clauses 1-90 as recommended, Interpretation as recommended, Schedule as recommended, Explanatory Memorandum as recommended, Short and Long Titles as recommended.

Arbitration and Mediation Bill, 2023 was read the Third Time and PASSED!

 

MOTION
1. Motion on the National Park (declaration) Order, 2022 by Senate Leader, Senator Ibrahim Gobir

The National Park (Declaration) Order seeks to establish ten (10) additional National Parks consequent upon the feasibility studies and Environmental Impact Assessment in 12 selected Forests and Game Reserves in various States of the Federation as follows:

i. Allawa National Park, Niger State;

ii. Apoi National Park, Bayelsa State

iii. Edumenun National Park, Bayelsa State;

iv. Falgore National Park, Kano State;

v. Hadejia Wetland National Park, Jigawa State;

vi. Kempe National Park, Kwara State;

vii. Kogo National Park, Katsina State;

viii. Marhi National Park, Nasarawa State;

ix. Oba Hill National Park, Osun State; and

x. Pandam National Park, Plateau State.

Minority Leader, Senator Philips Aduda seconded.

Senate resolved to consider and approve the request of Mr. President C-in-C on the National Park (Declaration) Order, 2022 in accordance with Section 18 of the National Park Service Act.

 

CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to Amend the 2022 Appropriation Act and for other matters connected therewith, 2023, (SB. 1109) by Senate Leader, Senator Ibrahim Gobir

Minority Leader, Senator Philips Aduda seconded.

“While supporting the motion moved by the Senate Leader, the 2022 Appropriation Act should run concurrently with the 2023 budget. Otherwise, it would create gap.” – Senator Gabriel Suswam

“The issue you raised is not that very serious but maybe for whatever it is because it is simply over legislation. What the Executive is asking is to extend the life span of the implementation of the 2022 budget, and that does not in any way affects the implementation of the 2023 Budget. That is my understanding. If we feel that something outward could happen and we need this as a set guide then we can do that but I don’t think it is necessary.” – Senate President Ahmad Lawan.

The Bill was read the Second Time and referred to the Committee of Supply

Time is of essence; we must ensure that we implement all the three Budgets now. These are supposed to go on pari-passu and we wish that there would be 100 per cent implementation of 2022 Appropriation Act and the Supplementary as well.” – Senate President Ahmad Lawan.

Senator Sadiq Umar seconded.
